Job purpose


Accountable for programme management and oversight of the build / deployment of FTTH network. Take leadership of the network deployment process including day-to-day network build operations with partners (VMO2´s Construction Agreement), identifying and reporting risks and exceptions. Will shape the roll-out strategy and continually drive innovation through the plan and build process.

Key accountabilities


  • You will be ensuring that projects within your area adhere to project planning principles and are successfully delivered in a controlled manner with options such a release “tranching” being assessed to maximise the benefit and efficiencies .
  • Working with build contractors and other partners in delivering all activity required to implement the build plan successfully.
  • Overseeing network build: will be accountable for oversight and control of the full B2B/B2C network build, tracking the compliance with the objectives set and ensuring that quality agreements are addressed.
  • Accountable for the assessment of risks / issues within and between projects with timely escalations to senior management team when required
  • Ensure that appropriate targets and milestone dates are set for the speed and quality of delivery and manage the lifecycle activities to achieve those targets
  • Identify and pro-actively manage inbound and outbound dependencies within and across organisations and technical programmes
  • Conflicts resolution: will be responsible for resolving of areas of conflict (such as environments, resource, budget priorities) and will work closely with key stakeholders to keep them informed on progress of the programmes and projects within their remit
  • Decision Making: Show leadership and make decisions that are both tactical and strategic in nature. The strategy aspects of these decisions must consider multidimensional impacts beyond the near-term delivery dates
  • Provide programme expertise to key activities and deliverables e.g. business cases, cost estimates, programme plans, identification and mitigation of delivery risk
  • Programme governance: operate and follow required governance processes (internally and externally)
  • Completion of deliverables required for any delivery gate approvals, handle change requests – including impact on time, budget, and quality with timely updates on status, changes and other data on to the systems used for reporting and tracking
  • Ensuring an innovation mentality: lead the build team in identifying innovative tools and techniques to enhance the network build and deployment
  • Implement the best processes, tools and policies in a synchronized manner in order to; reduce costs, bring together harmonies, eliminate redundancies, group resources and optimize investments
  • Responsibility for the management of network audit processes / driving quality and recommendations back into VMO2 / management of the team of auditors

Knowledge & experience


  • Significant experience in end to end Programme Management of large, complex programmes, ideally at Tier 1 Telcos
  • Network rollouts, Expansion and Evolution within the telecommunications, FTTH/Cable, and/or media industries
  • Particular emphasis is placed on experience in and knowledge of network build expertise: will have thorough knowledge of the E2E deployment process from previous experiences leading one or multiple build programme and will help the team to use these insights during network plan, design and build
  • Experience of build operating models and components used in major markets of the telco/mobile/media/cable industry globally is required.
  • Experience and skills in managing vendors, developing risk based commercial frameworks, and vendor relationship management
  • Significant commercial skills and experience to be able to develop and challenge costs and benefits in business cases, including resource management, financial management, and budget management
  • Skilled at delivery management. Comprehensive and strong skills in project and programme management, be a decision maker, assess situations to determine the importance, urgency and risks make clear decisions which are timely and in the best interest of the organisation.
  • Advanced interpersonal skills. Being able to relate well to others, to decide responsibilities, to offer constructive feedback and to support and encourage others. Finds ways to motivate the team so that they can work effectively and remain focused on delivery outcomes. Ensures that deadlines are met without compromising quality.
  • Fosters a culture of collaboration, works co-operatively and effectively with others to set goals, resolve problems and can make decisions that enhance organisational effectiveness.

Desirable Skills & Abilities:

 

  • Ideally holds a PMI Project Management Professional or recognised equivalent qualification
  • Industry leadership: constantly scans the market to understand competitor trends and how these might affect our build plans
  • Experienced in communicating network build related matters in a clear and concise manner to the business
  • Experience of operating at management level, preferably in a technical or project management related role.

 

Preferred Qualifications:

 

    • Degree in Telecomunications / Industrial / Construction Engineering, or similar experience
